Does Ritalin reduce cerebral blood flow?

One of the side effects of Ritalin is paresthesia, probably because of circulation problems to the extremities.
This made me think that Ritalin also reduced blood flow to other parts of the body, possible the brain. This idea alarmed me, and made me search PubMed frantically.
Here are a few studies I found:

I would like an expert in the field to give me his/her opinion on whether or not ritalin affects/reduces blood flow/oxygen to the brain.
Is it possible to take Ritalin and experience cerebral ischemia as a result?

I don't see paresthesia listed as a side effect of Ritalin.  Where did you see that?   I also did not see stem meds listed in the PubMed articles you noted?
