Bumps and broken blood vessels on almost 3 year old

My almost 3 year old has had a rash or some sort of dermatitis on his face for about 2-3 months now with little to no improvement. It started out as bumps. Not scratchy or rough or anything, Just small pink bumps. If I remember correctly, they were contained in a pink patch, almost like an eczema patch. I didn’t think much of it, and it seemed to flare in the heat and be fine otherwise. The bumps were even a little hard to see. That was in August. Our pediatrician said it looked like eczema but it didn’t really look like his other patches of eczema which were always rough and flaky. Now I’m noticing that the bumps have increased in the same spot and he seems to have some broken capillaries or blood vessels under his eye that almost make it look like he’s got a shadow of a black eye. I’ve put Cortaid on it but very sparingly and that was after the capillaries appeared. I’ve mostly just done Baby eucerin, Aveeno, or cocoa butter. Nothing seems to be helping. Anyone have any insight into what this might be?

I would see your doctor. This sounds like an allergy and perhaps to dairy that has developed.  Happened to a friend of mine with her son and there were almost exact symptoms you describe.
