Well, without a clinical evaluation it would be difficult to come to a conclusive diagnosis. Possibilities that may need to be considered include xerosis, infections, inflammations, seborrhoeic dermatitis, primary micronutrient deficiencies etc. I would suggest getting this evaluated by a dermatologist for an accurate diagnosis and appropriate management.

Always use moisturizer after a bath. Try to make sure you apply moisturizer to your hands, feet and whole body and completely massage into the skin in the presence of a good humidifier to help with dry skin. Castor oil is also a great remedy for dry skin.
