Turbinate reduction surgey for running nose (caused by allergies)?

I understand turbinate reduction alleviates nasal congestion by removing the enlarged tissue. However, I would like to know if it also helps eliminate a runny nose that is NOT congested? Or is there no replacement for standard allergy treatments in that case?
