What are these flat linear dots on arms under the skin that comes and goes away?

Hi All,

I have these tiny dots on my arms that comes and goes away, it's a bit frustrating because I see it time to time.
- They are flat
- Non-itchy
- Only on my arms
- They are in a straight line form consisting a blend of small tiny dots and red areas
- They appear and go away
- I do heavy weight training, not sure if it relates, and it is not stretch marks

What are they??
