Could you explain results and suggest treatment?

My doctor wants me to have facet blocks, but they are only a temporary solution to a permanent problem. MRI results:   C4-C5 2mm posterior protrusion on right, less protrusion on left. Moderate thecal sac mass effect, questionable right hem ivory mass effect. Neutral foramina; C5-C6 interspace decreased in height. Minimal posterior w/o disc related mass effect. Left uncinate joint spur formation w moderate left neutral foramen stenosis; C6-C7 Interspace decreased in height minimal nonlateralizing posterior disc protrusion w/o significant disc related mass effect. Central canal dimensions unremarkable. Minimal left neural foramen stenosis. Lumbar MRI. L3-L4 disc minimally decreased, facet joints minimally hypertrophic, no central canal or neural foramen compromise. L4-L5 disc minimally decreased, minimal posterior disc protrusion without disc related mass effect, facet joints moderately hypertrophic ligament of flavum moderately buckled, no significant central canal or foramen compromise. L5-S1 disc displays minimal nonlateralizing posterior protrusion wo significant disc related mass effect, facet joints moderately hypertrophic no central canal or neural foramen comprise
