How bad is it to have TIAs 9 years after a subarachnoid brain hemorrhage?

My mother had a subarachnoid brain hemorrhage from an aneurysm at 37 years old. Her health is still awful; she smokes and drinks heavily, and is very, very obese. She has emphysema and needs a double lung transplant, but they won’t do it because she won’t quit smoking. She had two TIA mini-strokes last week, at 46 years old. How long do you think she’s got? Our family say she’ll be gone before 50. Would just like a medical opinion on this :’)
