Biopsy of lump in breast

Last week I had an FNAC done on the right breast.  
Report says :
Smears show ductal epithelial cells arranged in clusters and sheets.  The cells have round monomorphic nuclei, fine chromatin and scanty cytoplasm.  Myoepithelial cells admised with these clusters and also lying barely in the background.
Impression says :
Features are suggestive of Fibroadenoma.
Note says :
Excision biopsy and Histopathological examination is is suggested for confirmation.

My questions are :  
1.  If the FNAC says it is Fribroadenoma, then why is excision biopsy asked to be done ?
2.  Is excision biopsy absolutely required to be done ?
3.  Is there a doubt whether it is benign or malignant ?

If it is fribroadenoma, then I dont want to have the excision biopsy done.

Your views in helping me to understand this report will be most appreciated.  Pl do respond soonest.

Thanks so much for the update and this is truly good news. If in the future this benign tumor does produce pain or considerable discomfort it can always be removed. I'm so happy that you can now put aside the worry and have peace of mind.   Kindest regards .....

The report does state that it is "suggestive" of a fibroadenoma and an excisional biopsy is always a much better diagnostic tool than FNA. If however you are comfortable not knowing for certain then I suppose you could refuse the suggested excisional biopsy but having it removed would seem to be the better way to go. This of course is entirely up to you. I personally would want to know without a doubt what the finding represents; "suggestive" just wouldn't be good enough to ease my mind about the issue. Fibroadenomas can at times grow quite rapidly and become very uncomfortable; eventually having to be removed anyway. I suggest that you bring up all the questions above with your Breast Surgeon and make your feelings known regarding the advised biopsy. Best wishes ... it is a difficult decision so think it through very well.   Regards ...

Dear Japdip, thank you for your prompt views. Saw my gynae with the report last evening and she said that it is Fribroadenoma, to let it be and no surgery is required. I informed her about the suggestive surgery and she said that the remark is standard for all such similar reports and nothing to worry about.  Just wanted to let you know this.  Thanks and God bless.
