3 year old language development

My daughter just turned 3 a few weeks ago. While she typically talks in 4-5 word sentences and displays an average vocabulary, I think she is struggling with some comprehension issues. If asked a question she doesn't know the answer to, she will automatically answer yes as opposed to thinking about it or responding with ''I don't know.'' I think she knows she's supposed to have an answer, but doesn't know what to do when she doesn't get what you are saying. She does have novel speech and can answer questions, talk about past events, asks questions, etc. she just doesn't seem to ''get it'' like her peers. Also, a lot of her speech seems like stock phrases. She does have spontaneous speech, but also seems to depend on standard memorized phrases a lot. Like she's having a hard time coming up with her own words. I have taken her to 2 different SLPs who claim she understands language and while a little behind the average, she is within the normal range. Any input?
