4 year old girl passive aggressive bully

my daughter is 4 and attends daycare which she loves.  I have noticed when I observe interactions she has with other kids that she can be mean in such a girl way "don't share this (banana, toy what ever it is) with Mia, she is not my friend".  She seems to mean to others, but THROUGH another kid "don't sit next to Kenny he is not my friend, you sit with me". She has a very  close friend named Skylar.  Skylar I have noticed is a VERY passive aggressive bully so I think the girls are really feeding off of eachother.  I have spoken to Skylar's mom and we are both on board to fix this and we pretty much see the situation the same.  What can we do?  Or is this something that just plays out?  If we can do something, what?  Is separating the girls the only option? The staff at the daycare do not really inerfere much because both girls are very well behaved and play quietly and contently.  Is it just that they spend too much time together?  They will have less time together in Septemer as Sky will be at full day kindergarden and Salix will be at 1/2 day early kindergarden.  Do you think this will help? I don't want to take away her best friend (to date) but at the moment I see that as the only option.  Any advise is greatly appreciated

You're probably making this more complicated than it is. If the kids are behaving in a way that is mean to others, limits should be set and they should be disciplined. The rule is simple: Treat people well. If not, there will be a consequence. A reasonable consequence is immediate time out for ten minutes, followed by a period of fifteen minutes or so when each plays alone before being allowed to join the other children.

  hi need help for my 6 year old boy. he is been very emotional since childhood
but been aggressive to since he was 3 years
i thought he will realise his responsibilities  someday n consequences too but things r going worst now he is aggressive more then ever he says he does that on purpose. i have been  regularly telling him what is wrong n right. but no change
i need to haul at him coz when ever i tell him lovelingly n softly he dosent follow it. he is gud in his studies. but i need to  force him to study. i can see things r going bad. n ill need help now. plzzz help
