I don't like the idea of evaluating a child on the basis of an IQ.
There are a variety of qualities that make a human being valuable. Compassion, for example is one of them.
Pressuring a child to succeed academically, who cannot function in such an environment, is not fair to the child.
Try to find areas that the child enjoys. This could be in the area of art or music, for example.
Make sure the child's eyesight and hearing have been properly evaluated.
All that being said, some children learn better verbally and others from the written word. Some just need a little more time.
