Is sociopathic behavior learned or genetic?

Yep, I would agree.  But, I do think that something like ADHD which is badly mismanaged could lead to that behavior too.  And in which case it might be correctable, but it would not be easy.

I should think it could be either, but if it is a learned behavior, it is superficial and can be unlearned.

This is all opinion,  but I think true sociopathic behavior is a genetic or at least organic brain disorder.

However, social skills are taught and kids who aren't shown social skills by parents with good social skills will often have lack of learning that might seem to be sociopathic.
