niece's vagina is swollen and red

My niece was swimming and afterwards her vagina is swollen and red and hurts when she walks or pees or wipes.  she is crying and i feel bad .
What could be going on?

was she swimming n a lake or a pool, my neices were getting the same type of thing whenever they'd swim in the delta when we'd go boating. it turned out to be the water that irritating them down there.
