undignosed swelling

my mother is 47yrs old has swelling anterior aspect of  right leg below knee the swelling is stationary in course for about 1 yr (about 4X5) not tender there is dilated vein over it assosated with varicose vein  in both leg  
what could be the dignosis?

It is truly not possible to made a diagnosis of this lump without a direct examination.  Your description is too vague.  Just to list a differential diagnosis of the possible conditions found there would not only not be helpful,but would also be frightening.  Her physician should be able to help in this matter.
