He's both.  They'll come out with some kind of statement that this is his "crusade" and he will purchase other AR in the future and turn them in or something.

I find this part Hilarious,

Even to buy an assault weapon, the background check only takes a matter of minutes. I don't have possession of it yet but I'll be turning it over to the Tucson PD when I do."

Does this guy want people to believe he bought a legal weapon just to turn it over to the Police? If he wanted to prove a point, all he had to do was go in, have the background check done, get approved for the purchase, but never purchase the gun. I tend to believe they guy is incredibly Stupid or a  Hippocrit. Probably both.

Reminds me of one of those vegans who don't eat meat for all of the right reasons but dont have a problem wearing leather belts or boots.
