3 year of toddler itchy, dots on skin.

my 3 year old son has developed a skin rash. He started to develop an itch on his penis and had pimple like dots 3 weeks ago and his doctor said it was normal and give him some onintment which cleared the dots.  It has been 3 weeks not, his itch has continue from his penis to the rest of his arms and legs and back of the neck.   I put olive oil to keep it from being dry and it appears patches of dry flaky spots developed and looked like it could be eczema.  I put neem oil, which helped with the itch, but now his entire face has develped dots and scar like marks.  

The itch is worst at night.  What can this be?

Thank you both for your replies. i was too worry and took him to the doc, who confirmed it was eczema and the cause might be the fabric softener.  The doctor was right. I washed his clothes in no scented detergent, no fabric softner and in 3 days, his itching wasn't as severe. I did have to give him Claritin once and really moisturize him well.   I continue to so today daily moiturizing, but he have not experienced the skin rash. Appreciate your replies greatly.

From the symptoms it can be due to fungal infection, viral rash or eczema. Give him some antihistaminic like Benadryl or Claritin syrups and apply good quality moisturizers. If the symptoms persist then please get it examined from a dermatologist.

sounds like he needs to go back to the doctor and have a skin culture done to rule our anything bacterial or fungal.  Have you tried Aveeno oatmeal baths? they're really good for sensitive and irritated skin. Cetaphil is a good clean moisturizer that won't feed the problem with heavy oils and fragrances, preservatives etc. But I'd definitely take him to the doc and if that one isn't interested in helping you, find another. I hope he gets better soon, good luck to you both.
