Are these symptopms of Herpes on my penis, back, torso and head?

Hi there,
I have some very tiny white pimple like bumps on my scrotum and intense itchyness around my genital. There are also black spots on the head of my penis. Moreover, I have pimples on my back. They get healed and reappear again. When they get healed, they become black spot on my back. They are sometimes itchy. On my torso, I sometimes have red bump on the tip of torso hair. They usually itchy and get infectious with small amount of blood like liquid. Furthermore, I can feel some bump on the back of my head scalp. My nerves sometimes get tingled on hand and foot. I get tested for HIV and syphilis two weeks ago and they came negative. Are these symptopms of herpes?

These are not symptoms of herpes, but you really should have a doctor take a look at them. There are lots of things that can cause rashes, and very few are related to STDs.

Do you have a reason that you are concerned it's herpes?  When you got tested for HIV and syhilis, did you have them take a look at the rash?
