Topical kerosene can cause chemical burns but drinking kerosene does not effect the skin directly. I suggest your uncle to consult a dermatologist and get a biopsy skin done to confirm the diagnosis. If they are painful open sores, then abscesses or herpetic sores need to be ruled out. Blackening of skin can be due to fixed drug reaction or an allergic reaction to the kerosesne.

I don't think this person has warts, those are not related to drinking a highly toxic product made from petroleum. He may have soars on his skin but that is out of the natural intoxication with a highly lethal product. Do him a favor and have him checked by a doctor urgently.
