Blister outbreak

Hello and thanks in advance for any help.

This started off as a single looking blister on top of foot. It drained, (cear fluid) then looked like it was healing. Now many, many new blisters have formed around the initial blister. The draining it constant. Mainly clear with minimal yellow and blood. Wound care says its "weird", they prescribed antibiotics with no change. This first appeared about 5-6weeks ago.  
Any insight would be appreciated.

Not sure what wound care is.  Did you see a doctor?  You might need a dermatologist.  If wound care is just something like an urgent care center with medics or physician's assistants then you need a better educated practitioner.
