Bumps & Rash on Penis

3 months ago I had shaved my scrotum (hadn't noticed anything abnormal). A few day later I had discomfort on my penis and saw two large red spots on the verge of bleeding on the leftover foreskin. Our baby for the fist few months needed to be bounced to sleep in our arms on a theraball. My assumption was that the constant rubbing, sweating and the new stubble from shaving caused the bumps to appear (the area were the bumps are now has always had more leftover foreskin). The bumps started off swollen and sensitive on the underside of my penis between the head on the loose bit of remaining foreskin. I had kept on bouncing for the next week trying to min the rubbing of my penis and stubble but only aggravated the bumps more. I stopped bouncing and within a week the bumps went down in size but didnt disappear. The appearance is like a scar with loose skin with folds, when stretched the skinfeels raised and smooth. A few weeks after the bumps showed up I broke out in a body rash (Red skin and small bumps) that itched, this rash covered my torso, legs and genital area. After a few weeks of moisturizing the rash cleared up with the odd flare up on my scrotum and in a patch on my penis (this patch seems to be there 1 day and not the next). The rash consists of tiny red bumps with a silvery tinge that doesn't itch although I notice it if I have been sweating. I do wear a polyester protective penis garment (Manhood) to avoid chaffing and it seemes to help.
The texture of the bumps changes every day and several times in one day. Sometimes the bump feels like loose skin and other times it feels like a semi hard lump. The surface is dry to the touch and the bumps have never bled or released any fluids.

My Q's:
Is foreskin tissue more prone to scarring than regular skin.
How long should this skin take to heal and the scar to be absorbed?
Do the rash look like anything to worry about?

I don't see anything abnormal on the photos.  I'm honestly not sure what to make of your description, but it doesn't sound like anything significant.  Maybe some of these changes were from bouncing, and maybe you started looking at your foreskin more closely than you used to and are noticing minor changes that don't amount to much.  I don't know what to make of the more widespread body rash.  I think you need reassurance from a doctor in person.
