Oh im sorry for the misunderstanding, but there are no cuts or wounds or peeling.
The sunburn is gone and what it had left is a darker and some uneven tone of the skin.
I just want to find out how to revert the tone back the way it should have been if i hadn't gotten a sunburn.
or even my skin tone to my arm and chest and neck.

I suggest that you do not self medicate. A prompt evaluation by a dermatologist will be necessary. The skin may revert back in time but this may take quite sometime. Your dermatologist may prescribe you with sun block gel or creams. At this point, do not apply anything on the skin until this has been thoroughly assessed by your physician.
Do not try to peel the skin and be very careful not to further irritate the skin by washing it with abrasive soaps and cleansers. Using Cetaphil cleanser may be able to help. If there are no apparent cuts or wound in the area, applying a light vitamin E cream thinly over the area may prevent drying which may cause further irritation.

Since when have you noticed the lesions? Have they changed in shape, size or colour?
Nothing can be said with surety without having a look at the lesions.
You could try some demyelinising creams and see if it helps with your symptoms. Use a medicated sunscreen whenevr you go out and avoid sun exposure as much as possible.
It would be best to consult your doctor about your symptoms if they do not resolve and get a proper clinical examination.
