I get a rash every spring on my shoulders and chest and no derm can figure it out...

I get a “rash” (not sure if it really is or not) on my shoulders, chest, and back (tho my back substantially clears up with the use of a tanning bed) every spring for the past 4 years. I have severe allergies so I feel that that May have something to do with it but I’m not sure. I have been treated for folliculitis by multiple doctors and have been given acne meds (salicylic acid treatments) as well as plexion and fabior. None of these have worked and a culture came back as negative for bacteria. Since then, I have done my own research and thought it could be a form of eczema as if only comes up during the spring when my allergies are bad and it can kind of flairs and then goes back down. BUT I was given eucrisa and it has done absolutely nothing to help. Some of the bumps have white heads on them and stuff comes out but some of them are just red. Please help!!!!
