Itchy, dry face with spots coming back! Help!

In December this year I began getting a few spots on my face. I presumed it was because I had over indulged over Christmas and left them to clear up. However, the spots continued to spread until I had red, angry spots over all different parts of my face. I tried spot creams, scouring the internet and spent a lot of money on various products but it just got worse. I visited a dermatologist who told me I had contact dermatitis from the facial wipes I had used religiously for years and they had damaged the top layer of my skin. I had a course of oral steroids to re set my skin and he gave me some Protopic lotion to use halfway through the steroids and to use for two weeks. I consumed the steroids used a little of the Protopic and my skin was great. However, as soon as I stopped the rash came back.  I stopped putting anything on my face except Hydromole to hydrate the skin and it cleared up mostly and seemed better. However, it then started to react to the Hydramole so I stopped putting anything on altogether. This cleared it up but it was very dry so I started looking for alternative moisturizers. I used coconut oil and this seemed fine for a month or two but now the itching is back and spots have started to appear. I have only used coconut oil and water and but that seems to irritate it so I don't know what to do. Any help is much appreciated!

Are these spots more like acne or like a rash?  Have you been back to the dermatologist to let them know that the problem seems to be continuing?
