Looks like a wart but won't go away?

I have frozen it multiple times, and got it cut off. It does not spread and does not cause me pain. It is just on top of my foot and i have not been to a dermatologist because it isnt that big of a deal

Hello and welcome to MedHelp forums. Thank you for your question.  Since you have tried to treat these warts on your own, it is now time to seek professional help from your doctor.  You can see your general practitioner but even better is a dermatologist or a podiatrist since it is on your foot at this point. While you removed the wart, you did not remove the HPV virus that caused it.  This is why it recurs if it is a wart.  Also, improving your immune system through lifestyle things such as diet, rest, etc. can help. Here is a guide on warts. https://www.webmd.com/skin-problems-and-treatments/warts#1
Please be careful with something like cutting the wart out yourself as you don't want to cause infection.

Our recommendation now that you have tried over the counter and home treatments that have failed is that you seek help from a healthcare professional.
