Mysterious brown patch, help!!!

Nine years ago a greyish/brown patch suddenly appeared on my left hip.
It measures 4x3 cm approx, is flat and normal to the touch. The problem is, it has periods of remissions and exacerbations when it becomes itchy, reddened, and if I scratch it burns.
This episodes last for about a week or less and happen very rarely (around 1 episode per year or less, I can't remember).
I consulted a doctor and she said it was psoriasis but it clearly isn't, plus I've searched the web extensively and can't seem to find a match myself.
HELP :(
I've attached a picture of it when it becomes itchy. It generally isn't so big as it appears in here.
