Painful Tenderness to the Tough in Lower Stomach/Pelvic Area

The area from my lower stomach (just above the pelvic region) to my upper thighs have been painfully tender to the touch for about a week now. It the complete circumference of the area - the front, the back, and both sides. When I make any contact with the region, there is like a stabbing sore muscle pain. This can be when I am sitting or when I bump into something or when my belt rubs the region.

I have a small rash with bumps in my upper groin area that is only itchy, but not painful. I have seen a doctor and they gave me ointment for the rash but can't address the tenderness. I mentioned Shingles, but the doctor was not convinced.
