Part of head of penis sore, red, white, flaky and dry, and hasn't healed for months

Hi there,

For quite some time now, my penis head has had a section with a completely different and unnatural texture and colour to the rest of my penis head. It is very dry, but does not bother me in any other way; it is not itchy or painful, it just looks ugly, and I want the skin to heal. It is not an STD.

Some pictures below. Very blurry, but hopefully they give an idea. All taken while penis was dry.

From the front (looks fairly normal, but can see it gets paler towards the tip; this is the colour of the skin around the whole of the back of the head)

I thought it would just pass for a while, but it hasn't. I think it's likely just skin irritation since it does not seem to fill enough symptoms to be anything more servere, but it is still embarrassing and a little concerning. I've tried using vitamin E oil and saltwater so far; what else should I try?

I have not gone to a doctor yet. I will if I do not get sufficient responses here.
