Petechiae on feet and lower legs not disappearing

I have had petechiae on my lower legs and top of both of my feet for over five years now. However, they have not disappeared but no more spots have developed since. I visited my doctor a few years ago who did a blood test but the results came back normal. I was told that they should fade/disappear but that haven't. Is this common and should I get a second opinion seeing as it's been a while?
