Rash on hips, non-itchy

I have a rash on both of my hips (and no where else). I have no desire to itch them at all and it even feels smooth to the touch.  They are quite red - and the one on my right is much redder than the one on my left. I just noticed them and do not know when they first came.  I started Concerta 18 mg on Thanksgiving of this year. I have switched laundry detergents, and since I have been studying at home for the past two weeks.  I keep the heat fairly high in my room -- 73 F, and wear sweatpants, but nothing too constricting.  I have had eczema on my arm before, but this does not look like that (and again, it doesn't itch).

I'm not sure what this could be and would love some insight...
