Recurring persistent rash.

My mother has had this rash, that comes and goes, for the past 2 years. At first we thought it was shingles or psoriasis. She's been to 2 dermatologists, and our GP. She's been given steroid creams, and herbal drops. she eliminated certain soaps, creams, detergents, and shampoos out of her life to see if that's where the problem came from. Nothing worked. She had an allergy test but nothing worrying came from that. The rash is all over her stomach, feet, hands, arms, back, sometimes on her face and neck. Red, raised bumps, itchy, some are in clusters, but mostly spread out. Hopefully someone can give some insight!

Have you been able to keep a journal of things she is exposed to, stress levels, etc that you see before, during, and after the rash occurs?  If not, I'd highly recommend that to see if you can connect anything to when it seems to appear.  Is she on medication for anything?  Does she use items with any fragrance in them?  Even some fragrance free items can have it- you have to check the ingredients.
