Red Mark Area on Penis Head Need Help Please

Hi there,

I've had this red mark on the tip of my penis for about two months now. I finally saw a dermatologist and she said it was just dermatitis. She gave me some cortizone cream mixture, and it hasnt worked. In the beginning, the red mark was very shiny and smooth, now it is dry and a bit scaly. I will get it to the point where it seems like it is almost gone, then I wake up one day and it is back to very red. Please help, this is getting pretty frusterating.

This last picture is 2 days before, notice how it wasnt as red
