You might want to change the soap/detergent or dishwashing liquid you are using.
My hands  get rough and red immediately if I touch Dawn, Tide or Downy.    If I continue to touch the allergen,  my fingertips split open like cuts that start from the inside out.
I switched to Ajax dishwashing liquid, Wisk, and Snuggle and my hands aren't cracking anymore.
Unfortunately, my Mom insists on using those other products and when I even touch the dish cloth she uses,  my fingertips split open... :(
Hope this information was useful to you.  Wishing you the best

You can buy a water resistant hand cream.  As I haven't used one for years, I cannot remember the name.

The Neutrogena hand creams that kidnurse mentions are really good.

Buy cotton gloves and puts lots of cream on your hands and put on the gloves before you go to bed at night.

When you do need to wash by hand, wear protective latex free gloves.

You may find that you have contact dermatitis.
If you get little or no improvement by using the Neutrogena, make an appointment to see your doctor.  He may prescribe you with an ointment to use.

I use Diprosalic ointment that was prescribed to me by my doctor, when I get flare ups, usually on a few fingers where the skin gets very dry, extremely itchy and cracks.

Be careful when you have broken skin, because this allows bacteria to enter.  Use latex free gloves when handling soil and using chemicals to wash household items.

Wear gloves when you go outside to protect them from the harsh cold winds

Neutrogena Norwegian Formula hand cream after every hand washing.  And, obviously, keep hands out of water whenever possible.
