Skin colored papules on hands and bottom of feet

I have several skin colored papules on hand and feet. Sometimes they itch. Sort of transparent looking. No clusters. Round shaped and hollow when clipped off. Leaves an tiny invention after clipping them off. Saw a Dermatologist but he didn’t say really. Said they aren’t warts. They are smooth and just randomly scattered. Hard to see unless looking forward them. They always come right back no matter what I do. Please help
