Can anyone tell me what kinda disease symptoms i might be having

I m having this wrinkled skin with lots of lines running..which suddenly appear to be scaly shiny after becoming loose.There seem to red tiny bumos seem to be underskin prominent when hard and burn when rubbed. Plus some white paules around rim of penis head which do not pain or itch.what likely symptoms do i might have and which doctor to consult

Are these symptoms just on your penis or are they on other body parts too?  I'd recommend going to see your doctor where they can get a bit more of your history and see what you are talking about- you can start with your general practitioner and if they need to send you elsewhere, they will know what direction you need to go.
