Hello,
Frenulum breve is a condition in which the frenulum of the penis is short and restricts the movement of the prepuce, which may interfere with normal sexual activity. It is treated by frenuloplasty, frenectomy, or circumcision. Please consult a urologist and get it done as all are surgical techniques.
I hope it helps. Take care and regards.

Hello,
I cannot confirm anything without examination but it can be phimosis. Phimosis is a constriction of the opening of the foreskin so that it cannot be drawn back over the tip of the penis. The other possibility is formation of adhesions or frenulum breve.

I suggest you to get an examination done from a urologist for these conditions. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
