Three brown, flat, non-itchy, discolored circles near groin?

I'm 18 years old and female and recently, I have noticed three small discolored splotches near my genitals (one in my inner thigh and two above and nearer to my hip bone). I showed my mom when the first one appeared, as I was obviously concerned - but she replied that there's nothing to worry about (she's a registered nurse). Two more have formed since then, and it seems that these specific two appeared at the exact same time (2-3 months after the first one). They are flat, non-itchy, not irritated, but seem to have extra skin on them? For example, if I lightly scratch them after a long shower, they seem to shed quite a bit of excess dead skin.

I am sexually active, but I am most certainly not pregnant and we have used a condom every time. These cannot be age spots, as I am too young to have those (at least I think I am!). The two new ones seem to correspond with the time I tweezed my bikini line, could this be mere discoloration from tweezing? Help!

Sometimes skin tone can change a little in different areas due to various reasons- if it does get itchy or starts to change dramatically (get bigger, change shape, etc)- you will want to have it looked at by a doctor.
