Topical Steroid Use & Visible Vein

I have been using low potency topical steroids on my eyes on and off for several years and recently had an oral course of steroids for an allergic reaction. I haven't used topical steroids for 7 weeks and my oral course finished last week. The day I finished my oral course I noticed a blue vein appear under my right eye. There is also a very very small spider vein in the same area. The blue vein hasn't diminished in the last week and I am wondering if this was caused by skin thinning due to an abuse of topical steroids? Apart from the spider vein I don't have any other symptoms that look like skin atrophy but as I am only 25 I think it's highly unusual for my veins to be showing through my skin. Is this a) steroid atrophy and b) is this reversible over time?
