Very dark oily face

Colour of my hands, chest etc is very light , but colour of my face and neck area is very dark than my skin . This defect in my skin occured 2 years ago . Whenever I wash my face, the freshness lasts only for an hour . Then my face gets darkened with oily look and a bad odour is coming off my face . I can't go out for a walk . My face gets darkened . This occurs in night time too . I cant hang out with people . This is very uncomfortable .  This affects my personality . I have used many products . But no cure .

Have you been to a doctor to seek answers on what the cause is?  That's where I would start- hope you find some answers soon!
