Weird pimple-like bumps on penis shaft that don't go away

So I have at least 10 of these things on the top of my penis shaft right now - some are white/flesh colored, some are red. They don't have pus, they wouldn't pop if I tried, they don't itch, they don't hurt, they're just kinda there. At first I was just getting really big pimples which went away on their own but then I started getting these. I was afraid it was an STD (I am sexually active and I do have sex without a condom pretty often since my girlfriend has an IUD) but it doesn't look like herpes, syphilis, genital warts, etc. My second thought was that it was some kind of folliculitis from shaving my pubic hair often but I think that can probably be ruled out too because I also have a couple of these bumps elsewhere where I don't shave (there's 3 near my belly button on my stomach, the one in the pic is one of the bumps on my stomach) however the majority are on my penile shaft. They're causing me a lot of distress and I really want to get rid of them, does anyone have any idea what they could be and how to make them go away? I've tried topical stuff like neosporin and cortisone 10 to no avail. Thanks in advance.

I vote for PPP as well. the lack of discomfort, small size and distribution speak to that although not sure why you have similar on abdomen.

MEDICAL PROFESSIONAL
Hello,
Without examination, confirmation of a diagnosis is tough but it can be folliculitis, cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or warts(caused by HPV infection).

Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it. You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

Making guesses without a real examination is hard, but I would suggest that what you are describing is pearly penile papules (often just called PPP), also known as hirsuties coronae glandis.  If this look like little pimples (red or white) and if they are clustered near the glans, then that makes it even more likely to be PPP.  They may also simply be Fordyce spots, which form near sebaceous glands and are likewise totally harmless. If it's either of these, there's realy not anything I know of that you can do to make them go away; many men have one or both of these and just have to learn to live with them;  however, you need to be commended for obviously keeping an eye on your penis for signs of possible problems, something too few men do.  May I suggest you take the next step and regularly use a high quality penis nutrient formula (health professionals recommend Man1 Man Oil) to maintain penis health?  Look on the ingredient list for powerful antioxidants like alpa lipoic acid and vitamin D to help maintain health.
