What are these red spots and big white blotchy on shaft of penis?

Ive had this big white blotch of skin on the base of my penis for about a year. It all started out as a red irriated spot then eventually the redness went away and turned white. There are a few red spots left. They seem to dry and get kind of scaly when not applying lotion on them. Sometimes they seem to be smooth and red and sort of shiny. When I have sex or masturbate they get really irritated and red. It seems like it starting to move to the right of my penis. What could this be? Is this a fungal infection or just shaffing? This is very embarrassing.

It really could be either a fungal issue, chaffing, or a few other issues- to be sure, you should get to a doctor and have them look at it.  You don't want to be guessing what it is and treat it incorrectly.  Make an appointment with your doctor, and keep the area clean- avoid those activities that seem to irritate those spots until you can see a doctor.
