What could this be?

For a few weeks now I've been severely itchy. Its most intense on my buttock, inner thigh, and below my stomach but im generally itchy all over. Lately these bumps have been starting to appear. They almost look like razor burn but are in places that I dont shave so it cant be that. Some are grouped together and some are spaced out. Some are white and some are red but theyre all very small and hardly noticeable but theyre always in the spots that I'm intensely itchy. I'm not sure if it could be bugs or hives? My two friends say they have the same exact problem so I'm starting to think bugs.
