What is this dry patch on penis head that keeps coming back?

Hi, I am non sexually active, a healthy 28-year-old male who recently discovered this patch of skin on the head of my penis left side. When I noticed it, it was white, dry, rough and flaky. About two days past then the skin flaked off, but the skin underneath felt raw and kind of burned when I touched it. I thought it was dry skin so I started using rosehip oil to moisturize the patch. A few days later the skin that spot became tight and shiny. By the next day, it was dry, and flaky again. A few days later the skin flaked off and the process has started all over again. What could this be?

Happens to me too, it might be smegma. I just make sure i wash everything thoroughly and it doesn’t seem to become sort of a big problem.
