What is this severly itchy rash on anus and inner thigh?

I've had this horrible itchy red rash around my anus that has been bothering me for weeks now. I've tried preparation H to relieve the itching. It typically helps for around 2 hours after which the itching returns and I have to wash myself with soap and water and reapply the Prep H. There's also a red itchy rash on my inner thigh. I dont know if this is jock itch, a yeast infection, herpes or what but I can definitely tell the way it itches and the way it looks is not normal. I have taken several photos documenting the changes since May 25th. Also I have anal fissures all over now that ooze a clear liquid that feels like the exact same clear, fast drying liquid that comes out of wounds when the body wants to make a scab. I also wake up in the middle of the night with unbearable itching around anus and I have to get up and wash myself with soap and water to relieve myself enough to fall back asleep. Let me know if I should post photos. Not sure how the community works here. Thank you  :)
