What is wrong with my lips? No protective barrier. Please help!

A few weeks ago, out of nowhere, my lips became very red and inflamed and my top lip seemed to be forming little white dots while my bottom lip looked like it was burned. It was very uncomfortable and my lips even began to swell. I went to my doctor and he said to "let it pass". I was very frustrated and the discomfort or inflammation did not go away for a whole week. Two weeks later, the discomfort has somewhat gone away if I constantly apply blistex chapstick but it is only a temporary fix and does not permanently heal them. It looks as if I have no protective barrier or skin over my lips and that worries me. Please help if anyone has any familiarity with this.
