red rash in the groin and buttocks area

I had measles a couple of months ago. That's gone. What happened afterwords is my groin area started showing red patches, very dry skin, then red spots on my buttocks (a few). I've had this rash for more than two months. Doesn't seem to be spreading but will not go away. I use diaper rash medicine which seem to help the redness, Also, just after the measles, my groin testical skin area chapped up bad. A crust layer grew over this area then after so many days of showering fell off. New skin looked good but now there is some redness, itchyness. My rash on my buttocks are about a cluster of 3, quarter dollar size or less and will not go away. There were 2 or 3 small spots on the head of my penis but have gone away. I also used cortizone anti-itch over the counter treatment as well.
Please let me know your thoughts.

Based on the description of the rash, this appears to be a fungal infection or a dermatitic skin condition. You have noted dryness, scaling and redness. There also seems to be a certain level of itchiness here. Fungal infection usually involves the groin and other intertriginous areas like the armpits as these areas are damp and moist. This skin condition when it affects the head of the penis is called balanitis.

A mildly potent corticosteroid cream may help (1% hydrocortisone). Have this skin condition assessed by your doctor first prior to application of steroids as these do have certain side effects.

I have a fungus rash in my groin and buttocks, I have been using DermAid  which contains 1% hydrocortisone twice a day with no effect. Is it contagious
