The cervical fluid is also watery and milky at different times of menstrual periods.Like for example during ovulation,it is thin,elastic and slippery and before and after ovulation it is slightly thick.If you are having any foul smelling discharge(bacterial vaginosis) or curdy thick discharge(candidiasis) or symptom sof burning or itching,then I would suggest you to get a cervical swab done from a gynecologist.

im a girl and there is no burning during urination, but i have watery/milky discharge, is that normal?

Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub,folliculitis or cysts.
Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You can take anti-inflammatory pain killers like ibuprofen or acetaminophen.If the lumps persists then it will be best to get it evaluated from a dermatologist.
