Black Bugs on Dog - NOT FLEAS

Our dog spent the day  with family yesterday.The live in an area that is zoned for horses and chickens and have their own down.  This morning, I noticed small black bugs on her ears and underbelly. She is a short hair dog with light color skin, so easy to see. They appear like specs of dirt but are difficult to come off. I know they are not ticks and/or fleas. I tried a flea bath just to see and that did nothing.  Any ideas....is it possible it is dog lice? I do not think Dog mites go on the belly, I thought just ears.
