If not infected, it should eventually dry up. There are also prolactin inhibitors that can be given. I have no personal experience with these.
Us there some reason you have not had her spay? It would really be best to get her spay and can help to ward off possible future health problems such as pyometra and Cancer.
She has never been spayed, and the milk is very white. It doesn't seem like theres anything else in it besides milk. I've asked my vet, and all he says is that its anxiety and there's really nothing we can do for her. It's sad actually, because she cries with her belly hurting, and I'm not sure if it's for her breasts or something else.

I would go to a vet bizarre lactating can indicate a thyroid problem. Also thyroid problems cause irritability Chihuahuas are already very high strung dogs trust me mine drives me mental daily. With the predisposition to nervous anxiety and with a possibility of unbalanced hormones or she could be licking a infection in to the ducts themselves and any dog after 6 months of age that is not spayed is at risk of mammary cancer. She also could be telling you that she wish's to be bred and a little of puppies might fix the problem.

Also meant to ask you to squeeze the other teats and see if you can express milk or any fluid.
Until you can get her checked, you might try some warm compresses on those teats and cover them to keep her off them. Such a tiny dog, improvise and use something to wrap around that area. Have any stretchy socks or tights or trouser socks? If so, you could cut something small from one and put it on her like a belly band.

It sounds like an obsessive/compulsive disorder brought on by separation anxiety.
I agree with Margot, I have never seen a dog lactate from only 2 teats, and I am worried that the "milk" you are seeing could be pus from mastitis brought on by her OCD.
She needs to have this problem addressed by a vet, even if it IS actual milk, because if she continues this activity, chances are good that she WILL actually develop mastitis from it one day, just from the constant insult to the teats. Perhaps your vet can recommend a canine behaviorist who can work with you to alleviate her separation anxiety, or, at the very least, maybe s/he can prescribe a very mild tranquilizer to give her when you know she is going to be alone. OR, and this might be a good thing to try before putting her on actual medication, ask your vet about using Bach's Rescue Remedy on her first to see if that works. I know a lot of show people use it for their dogs who have anxiety, perhaps it would be a good thing to try it on your girl to see if it helps her.
Please let us know what the vet says. This is an interesting case, I haven't heard of anything like this happening before.

Has she been spay? It might be a fakes pregnancy, not all that uncommon. Is there milk in the other teats? I have never seen milk in just two. Actually, if they are swollen and are red, possibly feel hard she may have an infection.
Get a "white" piece of cloth or napkin and express some of the milk on it. Look under a good light for any signs of blood or pus.
