Why would my vet give my chihuahua Ursodiol 100MG/ML susp?

Hi,
My 11 pound 14 year old Chihuahua has high liver enzymes. My vet put her on Ursodiol 100/MG/ML Susp. for her liver. As I read about medications for high liver enzymes, I don't see any information on this drug being prescribed for high liver enzymes.
I live in a rural area, and there are few vets around. My last Chihuahua developed Cushings Disease because of being on Prednisone for seizures waaaaay too long, when he should have just been on K Bromide. He got real sick, and they gave him fluids and drowned him.
I am very skeptical about allowing this vet to treat my dog, but he is "the best" in the area.  
She has been on Ursodiol about 3 years. She is starting to have horrible breathing problems, and her nose is always running. She is lethargic and acting very strange. I will wake up in the middle of the night, and with out moving, look over at her and she will be wide awake staring at me like she is scared to death or doesn't recognize me. I am wondering if she is having a reaction to this drug. I am on social security disability, and can't afford a lot of expensive testing.
Is anyone familiar with this drug, the side effects, and was it given to your dog for high liver enzymes? I am scared she is on a drug she doesn't need, and it will make her sicker, like with my last dog and the Prednisone. Thankyou so much.
I have heard milk thistle can help. How much would I give a dog that is 11 pounds? Also, can Ursodiol be discontinued abruptly or does she need to be weaned off. Thanks so very very much. I am a wreck.
