Another factor would be whether the dogs are acclimated to 50 degree temperatures. You can't take a chihuahua that has been living indoors and put it outside 24/7 in 50' temps. But a lab that was out all summer and got gradually acclimated in the fall to lower temps, sure. And to most huskies, 50' would be pretty much the perfect temp. So, as others have said above, it all depends. Some dogs yes, some dogs no.
Agree with what Jerry asked. Do they have shelter from the cold? Ate they free roaming or chained up?
If concerned about and of these things and the dogs look unhealthy, contact Animal Control. I believe you can do so without giving your name.
Please be more specific, for example:
1) 50 degrees Fahrenheit, and that is during cold "winter" conditions?
2) the breed and general health of dogs, some dogs are more comfortable at temperatures lower than most of us heat our homes to in the USA.
3) do the dogs get food, water and exercise, even some loving attention would be nice too, but maybe not necessary to be considered abuse free.
There are other factors, but all of these come to my mind when I read your question.
